[Cdash] Problem with ViewVC and new file

Hi Mat,

The main issue is that svn log doesn't return the previous revision of 
the file, so there is no way to know if the file has a previous revision 
or not. If you have an idea on how to get the previous revision of a 
file from svn log then I take it.

If you can log a bug that would be great.
