[Cdash] Subscribing developers to e-mail notification

Is there a mechanism to subscribe developers to the e-mail
notification list? I realize this can be done through the web
interface, but, for existing projects like ITK and VTK, we need a way
to transfer the existing developers to CDash projects. We certainly
don't want anyone to be able to commit code without being on the
e-mail notification list.
