Yes. I have ITK 4.8.0 building natively with CastXML. Working on one
or two kinks before the official upload.

The other packages in Debian that declare a build dependency are:

Package: activiz.net
Package: cableswig
Package: gdcm
Package: mummy
Package: pygccxml
Package: pyplusplus
Package: python-ctypeslib
Package: spring

You might expect cableswig to be used only by ITK, but it seems that mummy uses it, too.

Thanks for your thoughts on the wrapper script. It should be straightforward
to implement them.
