[VTK ARB] Python 3

FYI- I was just talking to a couple of Kitwareans who attended SciPy last
week. Evidently there was some grumbling about  VTK not supporting Python3.
Some are even looking at VisPy. David this is your chance to be a hero
(again :-)).

Also there is a desire for VTK to have its own extensible framework for
custom rendering, shaders, etc.
