 If we are talking here of some very nice feature to auto-create a binary installer that would feature a Wizard and so on, I can definitely advise the following *free* installer:
Inno Setup

It is definitely as good as commercial installers.

 This is a feature I'm looking for. Even a simple copy of files with a directory prefix (similar to the unix install-sh) would be nice.

 I would like to vote here for a simple windows install support. Id would be ok for me, if a post-build step copies the files to a path starting from CMAKE_INSTALL_PREFIX.
