[vtkusers] Announcing: VtkQt library

This is an announcement VtkQt library.

Here is our latest UNIX solution which combines VTK 4.1.1 and QT 3.0.6.
I developed 3 widgets currently: vtkQtRenderWindow, vtkQtRenderWindowInteractor, vtkQtImageViewer.
All this widgets have compatibility with VTK and QT.
There are a lot of examples inside.
