[Insight-developers] wiki page for Modular ITK is ready

Hi Bill,
The itk module macros ( in CMake/ITKModuleMacros.cmake) are not final yet.
 Brad is still working on the architecture as a part of the VTK
modularization work. Once they are settled, he will be
adding documentations to those macros.
