Done.  Thanks for fixing up my laziness!

The parallel build of CSwig-wrapped tcl, java, and python
now appears to be working.  Many thanks for that!!

Some of the tcl tests are failing with segfaults.  They fail also in a
single-process build.  Are any other dashboards testing cswig
wrapping?
