[Dart] Tests hanging on Windows

You can change the registry entry on what should happen when
a program crashes. Here are registry snippets.  You can double
click on one it will modify the registry appropriately.  In one
case it sets the setting so no dialog appears and a program
just exits when it crashes (DebugOff).  The other sets things
up so that the debug dialog appears on every program crash 
(DebugOn).

a debug dialog pops up. How can these dialogs be turned off ?
