[CMake] Do build after GIT_TAG changed in ExternalProject_Add

[typ1232]

Note that I changed CMAKE_ARGS, so the target is used that contains the file
that was changed in the commit.

CMAKE_ARGS "-DSAF_INTENTIONAL_COMPILE_WARNING=TRUE"
