[CMake] CPack install dirs pr component

CPack makes the installation look like a monolithic install if the 
generator itself does not know about components.
I am hoping it honors CPACK_COMPONENTS_ALL in that case but I don't know.

I am hoping to get something into CMake 3.0 but I don't know if that has 
a time frame yet either.
