[CMake] how to get install/strip target ?

Hmmm ... I tried to create a small project but I could not reproduce.
In my project, I deleted the CMakeCache.txt file and run cmake again but still 
the install/strip target was not there. Then inside the build dir I removed
rm -R CMakeFiles
and run cmake again and now I have the install/strip target

weird ...
