[CMake] cmLocalGenerator::GenerateInstallRules() needlessly slow?/missing optimization?

Without checking, AFAIK it hasn't.
But, I never had the impression that this part of "make install" would be 
slow, so I'm not sure it is worth it.
Did you notice slow install behaviour ?
