[CMake] Need ability to install only dll portion of target (no lib)

INSTALL(TARGETS mytarget
  RUNTIME DESTINATION bin COMPONENT Runtime
  LIBRARY DESTINATION bin COMPONENT Runtime
  )

The .lib gets installed if you specify the ARCHIVE DESTINATION or just 
plain DESTINATION.
