[CMake] WORKING_DIRECTORY ignored for ADD_CUSTOM_COMMAND on VisualStudio?

Yes, it is using the correct directory. It was the perl script, which 
was called from add_custom_command, which had problems with its 
directory, due to a missing "pwd" command on Windows.
To sum up, it was all my fault :-)
