Yes. Put the settings above into a file Blackfin-Toolchain.cmake and then run 
cmake like this:

..\CMake\bin\cmake.exe -DCMAKE_TOOLCHAIN_FILE=Blackfin-Toolchain.cmake G:
\src\CMakeTest
