[Cmake] Cmake 1.8.x for Cygwin

It was sort of held up by the cygwin change to 1.5.5 cygwin.
I am still not really sure what to do.  Should the next version
of cmake for cygwin require 1.3 or 1.5 cygwin?   
I will try to figure this out this week.   I don't think we will
be providing a cygwin version other than the one from cygwin setup.

CMSetup181.exe should not install anything to /usr/local/bin.
