[Cmake] Problem with VTK_MAKE_INSTANTIATOR() or SET() under cygwin

Both of these problems were fixed as of patch 3.   I think you having
version problems.   When you run ccmake what is the version in 
the lower right hand corner?


We are running a dashboard each night for cygwin, and complex is passing.
