It should be included.  The WrapTclFacility/CMakeLists.txt file adds it
with an INCLUDE_DIRECTORIES command.  If CMake could not find the path,
though, then it won't be added.  Please send me your CMakeCache.txt file
from the top of the build directory (just send it to me, and not the list,
please).
