[vtkusers] Slow VTK Python import after a crash

I am developing software using VTK within Python. Typically, it requires
about 7 seconds on my machine to import vtk (assuming it is not already
cached). However, I have observed that sometimes if a program is force
quit, or otherwise closed in an uncontrolled way, then the next time I try
to import vtk, it can take 2-5 minutes.

Any suggestions on how to deal with this?
