[vtkusers] VTK with python wrapping

Hmm, for some reason cmake doesn't provide an option to disable
FiltersPython.  Hopefully someone reading this will know why.

If you delete Filters/Python/module.cmake from the source code, the module
will not be built.

I meant Module_vtkParallelMPI4Py (and Module_vtkRenderingMatplotlib)
