[vtkusers] vtkImplicitModeller just in "normals-field"

Hello,

I'm trying to solidify my polydata, but just along the direction of its
normals.

Is there a way to kind of combine vtkImplicitModeller and vtkNormals, so
that the modeller just will create the ImageData within the "normals-field"
of the polydata?

I created a small drawing to illustrate the issue.
