[vtkusers] triangle subdivision from subset of triangles

I would like to subdivide a selection of polyData triangle cells based on
location, not metric information.

I can see how this could be possible and found a similar unanswered
question from a few years ago.

given a large mesh, select a small group of cells and subdivide them while
retaining the subdivided and un-subdivided mesh as one mesh in the output.
