[vtkusers] Build VTK Android on windows

[Ken Martin]

I believe android builds with VTK are only supported on OSX and linux. I am
not aware of anyone doing it on windows with Visual Studio (with VTK,
clearly you can build android apps on windows I just don't think our
android VTK build process has been tested there).
