[vtkusers] vtknetcdf_c++ missing -8.0 in name

Hi,

I am compiling 8.0.0.rc2 with Visual Studio 2013, and this the only library
that has not the extension -8.0 in the name.

vtknetcdf_c++.lib
instead of vtknetcdf_c++-8.0.lib like all other libraries.

Is it the expected name, or should it be named with the same convention as
others?
