[vtkusers] VTK 7.0 install

Hello Libby and Jose,

I was somehow not able to install VTK 7.0 but was able to install VTK 6.3
by following the same instructions.

I think that might be because i didn't open Visual studio as admin while I
was installing VTK 7.0, the error I was getting wasn't obvious. When I
build install project for VTK 6.3, it error-ed out and asked me to run
Visual Studio as admin and was installed successfully when I did that.
