[vtkusers] Issue when setting number of ticks on a vtkAxis

Hi VTK Users,

Analyzing vtkAxis class implementation, I saw there is a offset float
variable that defines the relative position of a axis labels. I'm making it
a class field attribute so it can be configured via API. Also I'll do a
merge request when it becomes ready.
