[vtkusers] Using vtkLookupTable and vtkScalarBarActor

[AlexUtrobin]

I want to make 2 vtkScalarBarActor (as shown in the screenshot), where a
complete vtkLookupTable (global) and part of it will be shown (local). I can
not do that would show only part of it.
