[vtkusers] VTK_USE_MATLAB_MEX VTK6

The matlab interface was not updated during modularization for some reason
I do now know.

Filters/Matlab needs, for starters, a module.cmake to tell the VTK's
cmakescript about it. With that you will turn it on by turning on the
Module_vtkFiltersMatlab advanced cmake.
