[vtkusers] No memory lef on the GPU even for a minimal block

This looks like an issue I had a while back. Ensure the 32 bit VTK build is generated with the VTK_USE_64BIT_IDS switch in CMake turned on. There seems to be an issue with detecting the GPU memory size for > 2GB cards otherwise.
