Yes, that solves it.

Just to ensure I did what you intended, I modified both the
CMAKE_CXX_FLAGS_DEBUG and CMAKE_C_FLAGS_DEBUG entries in CMake to replace
/Zi with /Z7 and rebuilt the VTK debug builds.

The MSDN entry you posted also mentions an issue with precompiled header
files only containing symbols rather than code with this flag set on, but
this did not seem to cause any problems with the build settings we are using
so I am assuming it is not relevant.
