[vtkusers] How to install FontConfig on Windows platform?

Hello,

I want use custom/system fonts in VTK, and I see that it is possible via
vtkFontConfigFreeTypeTools. To enable this option, we need to install
FontConfig before configuring VTK using CMake. Can someone tell me how to do
this? Thanks in advance.
