[vtkusers] Shift Actor

Hello dear VTKers,
I want to move a number and a line in such a way, that:
1. The line will be always directed up(solved with vtkFollower)
2. The number will be near the upper line point, it can move to all
directions but stay near this point.
3. The line and number move in the scene (not static) when I
rotate/pan/zoom.
