Ashwath,
It depends on what you want to do. C# is a language and does not know any
fileformat. The .NET framework is able to read some classical image formats
like jpeg but surely not DICOM images.
Vtk is able to read such files ( see
http://www.vtk.org/Wiki/VTK_FAQ#How_can_I_read_DICOM_files_.3F ) and with
ActiViz (http://www.kitware.com/opensource/avdownload.php ) you will be
able to use Vtk from .Net, thus from your c# application.
