[vtkusers] vtk and local subdivision

hello everybody,
i'm new in vtk, i'm creating an application which has as aim to load any
type of 3D meshes " .obj , .off ,.ply".I would like to ameliore my
application by subdividing my mesh locally.It means, i will select a region
in my object, i want to retrieve the triangle and surfaces which are present
in this region, in order to reuse them to refine just this region.
any help please!!!!
