[vtkusers] Build gdcm C# wrapper

Also, I`ve tried to set GDCM_BUILD_SHARED_LIBS to off and it compiled.
But when I use vtkgdcm-sharp.dll, I found some magical empty classes, like
SWIGTYPE_p_double or SWIGTYPE_p_vtkAlgorithmOutput.
How to make wrapper in a right way?
