Hi Bill,
I did not look to code, but it looks that you are right.
Other experiment with sphere having theta = phi resolution = 80 had
following results :

*Point count = 6242*

*dicer->SetNumberOfPointsPerPiece(20)*

*Point count / 1000 = 6.242*

*dicer->GetNumberOfPieces() =  7*

*dicer->GetNumberOfActualPieces() = 8*
