[vtkusers] VTKEdge no longer under active dev & vtkKWEPaintbrushWidget

No it has not been integrated into VTK.

The paintbrushes are still actively maintained and developed as part of
VTKEdge and used by a few of our opensource applications, such as VolView.
Most of the other functionality  (GPU volume rendering etc) has been
subsumed into VTK.
