[vtkusers] ANNOUNCE: VTK 5.10.0-rc3 is available for download

The VTK 5.10 release candidate stream continues! You can find the
source and binaries here:

In 5.10 release candidate 2 the community found a handful of minor
bugs. These have all been addressed.

Following is the complete list of changes in this rc since the last
release. Please try this version of VTK in your projects and report
any issues to the list.
