[vtkusers] Problems with VTK_WRAP_TCL

Finally resolved. It turned out I had a 64-bit Tcl install in one path and
32-bit in another. My 32-bit compiler was trying to use the 64-bit version,
so I swapped it out with a 32-bit and that did the trick. Finally! :)
