[vtkusers] Can't Download VTK 5.8.0

I confirmed that the windows link appears to be broken.  I'll forward it on
to the IT group here and see if they know what is going on.  BTW: the tar.gz
link seems to work for the source download.  It is possible that this is
premature and they are still trying to get it all configured.
