If you need a constrained triangulation yes:
http://www.vtk.org/doc/nightly/html/classvtkDelaunay2D.html#details

But AFAIK VTK  does not provide anything which would generate points
according to Delaunay criteria,
so not every edge might be Delaunay edge.
