[vtkusers] CMake error as the PARAVIEW_INSTALL_DEVELOPMENT option is ON

As I set the BUILD_SHARED_LIBS "ON", the CMake can work well-no errors
occurred.
I've a question that is the "3.10.1" version can not build as static labs?
As I known, the "3.8.0" can build as static labs. It means that the cmake
also work well as BUILD_SHARED_LIBS is set to "OFF"
