[vtkusers] Release log

Hi Jothy,

You don't have to be a developer to discover the differences.
All I did was list the files in 5.6.1 and in 5.8 and then filtered
the results to find the differences.

The class list is here, maybe someone else can jump in
and organize it a little better:
