[vtkusers] ActiViz .NET now open source

Just in case anyone is thinking of converting the ActivViz wrappers from
gccxml over to the VTK's native wrapping system, I've started a project for
building external VTK wrappers here: http://github.com/dgobbi/WrapVTK.
There is nothing C# specific in WrapVTK (in fact it only generates xml for
now), but it provides a basic directory structure and CMake files for
wrapping VTK.
