[vtkusers] vtkScalarBar Title font issue

I have found that scalarBar->GetTitleTextProperty()->SetFontSize() doesnt
change the font and the font size depends on the size of viewport etc and it
is calculated internally. So I have created a new class based on
vtkScalarBarActor and the SizeTitle() modified accordingly.
