[vtkusers] Transparent tooltip in vtkChartXY

I got transparent tooltip by adding an alpha channel to Brush->SetColor() in the vtkTooltipItem constructor.  But the version I'm using, neither ToolTip nor the Brush in Tooltip are exposed.  Is there any plan to expose these properties?
