[vtkusers] VtkGeoView Black Center Of Globe

This could be an issue with polygon offsets. We initially changed the
offsets and got it working on mesa drivers. But lately this issue came
up again.

This is on my list, I will see if I can push a fix for this on Monday.

What platform / driver you are using?
