[vtkusers] vtkSeedRepresentation crash again / bug 10374 not fixed

Looking at the bug report here:

In the cvs it appears that only the
vtkSeedRepresentation::RemoveHandle( int n )  member was fixed while
the vtkSeedRepresentation::RemoveActiveHandle() member still contains
the bug in version 1.14. I would have reopened the bug but not sure
how to do that.
