[vtkusers] [vtk-developers] ctest and ctest -D Experimental give different results with VTK_DEBUG_LEAKS ON

Yes, this is how it's supposed to work.

The leaks are intentionally only detected as "test failures" when running a
dashboard.

Now that I'm saying this, though, I can't remember what the good reason was
behind that intent. :-)
